Vienna did score the highest for overall quality of living. Vienna ranks first surpassing Zurich according to the annual list by Mercer, the human resources consulting firm. This ranking shows the capital of Austria on top, moving ahead of the TOP 2 cities of last year, Zurich and Geneva. The list is based on 39 criteria that serve as leading indicators of quality of life.</p>
<p>Social services, political stability and environmental policies are ranked high, as well as aspects like health and safety, transport, infrastructure and training. The ranking, which covers 215 cities, is meant to offer a guide for governments and companies to establish compensation guidelines for their employees.</p>
<p>This is the 1<sup>st</sup> time that the capital of Austria has gained the number one spot – a distinction  welcomed by its leaders and business community.</p>
